SUBJ: COAST GUARD ACHIEVEMENT AND PARTICIPATION IN THE 2008 INTERNATIONAL SOCIETY FOR PERFORMANCE IMPROVEMENT (ISPI) CONFERENCE
1. ISPI HOSTED ITS ANNUAL PERFORMANCE IMPROVEMENT CONFERENCE IN NEW YORK CITY, NY, APRIL 5-8. OVER 1000 PEOPLE ATTENDED REPRESENTING INDUSTRY, ACADEMIA, DOD, FOREIGN MILITARY BRANCHES, AND THE U.S. COAST GUARD. THIS MESSAGE ANNOUNCES COAST GUARD UNITS THAT RECEIVED THE PRESTIGIOUS ISPI AWARD OF EXCELLENCE DURING THE CONFERENCE AND HIGHLIGHTS COAST GUARD PARTICIPATION AT THE CONFERENCE.
2. THE ISPI "AWARDS OF EXCELLENCE" PROGRAM IS DESIGNED TO SHOWCASE THE PEOPLE, PRODUCTS, INNOVATIONS, AND ORGANIZATIONS THAT REPRESENT EXCELLENCE IN THE FIELD OF INSTRUCTIONAL AND HUMAN PERFORMANCE TECHNOLOGY. TRACEN YORKTOWNS PERFORMANCE TECHNOLOGY CENTER (PTC) RECEIVED AN AWARD OF EXCELLENCE IN THE CATEGORY OF "OUTSTANDING HUMAN PERFORMANCE INTERVENTION" FOR THEIR DEVELOPMENT OF THE 87 COASTAL PATROL BOAT (CPB) ELECTRONIC PERFORMANCE SUPPORT SYSTEM (EPSS). THE PTC ANALYZED NEW PERFORMANCE REQUIREMENTS WHEN THE COAST GUARD FIRST ACQUIRED THE 87 CPB. THE ANALYSIS REVEALED GAPS IN REQUIRED SKILLS AND KNOWLEDGE AND RECOMMENDED AN EPSS AS THE MOST COST-EFFECTIVE SOLUTION TO CLOSE THOSE GAPS. THE PTC DESIGNED AND DEVELOPED THE INITIAL EPSS AND EVALUATED ITS EFFECTIVENESS THREE YEARS AFTER IMPLEMENTATION. THE EVALUATION REVEALED THAT: CPB CREWS LIKED AND USED THE EPSS, IT POSITIVELY IMPACTED VESSEL OPERATIONS AND PROVIDED AN 11:1 RETURN ON INVESTMENT TO THE COAST GUARD.
3. TRACEN PETALUMA WON TWO AWARDS OF EXCELLENCE FOR "OUTSTANDING HUMAN PERFORMANCE INTERVENTION": ONE FOR THE DIFFERENTIAL DIAGNOSIS OF COMMON MEDICAL COMPLAINTS JOB AID FOR HEALTH SERVICES TECHNICIANS AND A SECOND FOR THEIR PETTY OFFICER INDOCTRINATION PROGRAM. THE DIFFERENTIAL DIAGNOSIS OF COMMON MEDICAL COMPLAINTS JOB AID WAS DEVELOPED TO HELP HEALTH SERVICES TECHNICIANS DETERMINE CONSISTENT AND RELIABLE DIAGNOSES AND TREATMENT PLANS FOR THE COMMON COMPLAINTS SEEN IN COAST GUARD CLINICS AND SICK BAYS. THE JOB AID WAS RAPIDLY ADOPTED BY HEALTH SERVICE TECHNICIANS THROUGHOUT THE COAST GUARD AND IS NOW INCLUDED IN BOTH THE HS "A" SCHOOL AND HS2 NON-RESIDENT COURSE. EVALUATIONS INDICATED DIAGNOSIS AND TREATMENT DETERMINATIONS MADE USING THE JOB AID ARE COMPLETED IN HALF THE TIME AND WITH THE SAME OR GREATER EFFECTIVENESS. THE PETTY OFFICER INDOCTRINATION PROGRAM IS THE RESULT OF AN ANALYSIS INITIATED TO DETERMINE THE CAUSE OF A SERIES OF DISCIPLINARY PROBLEMS WITH SCHOOL STUDENTS. IT IS A TWO-WEEK PROGRAM THAT ESTABLISHES EXPECTATIONS FOR THE STUDENTS, PROVIDES LIFE-SKILLS, AND HELPS STUDENTS TRANSITION INTO THE TRAINING ENVIRONMENT.
4. THE FOLLOWING COAST GUARD PERSONNEL PRESENTED AT THE CONFERENCE IN VARIOUS TOPIC AREAS: CAPT DAN MCCLELLAN COMDT (CG-13D) WAS PART OF A PANEL DISCUSSING THE EXECUTIVES VIEW OF MANAGING ORGANIZATIONAL PERFORMANCE. OTHER CONFERENCE SPEAKERS INCLUDED CDR DAVID HARTT (PTC), DR. DIANA CARL COMDT (CG-1325), LCDR TIM HAMMOND OF THE MARITIME LAW ENFORCEMENT ACADEMY, MSTC DOUG CRAFT AND LT CHRIS BRUNCLIK, CURRENTLY ATTENDING INDIANA UNIVERSITY.
5. FURTHER RECOGNIZING THE COAST GUARDS INFLUENCE AND EXPERTISE IN THIS FIELD, CDR DAVID HARTT (PTC) WAS INSTALLED AS THE FIRST COAST GUARD MEMBER INTO THE ISPI BOARD OF DIRECTORS.
